About Us

The Virgin Islands Department of Education’s Office of Public Relations and Communications exists to heighten the public’s awareness of the Department’s mission to ensure that all students are prepared for college or the career of their choice upon graduation from high school.

In support of the mission, the Public Relations Office provides publicity for events, activities and the many successes of the Department’s schools, students, teachers, employees and leadership through internal and external communication.

The Office of Public Relations and Communication, through an integrated marketing communications approach services the marketing, branding, public, and media relations, advertising and graphic design needs of the Department, districts, and schools.

The Public Relations Office reports directly to the Commissioner of Education.

 

Warehouse Manager

DESCRIPTION

This position performs work on assignments not limited to ordering, receiving, storing, and issuing materials, supplies, and equipment as well as maintaining electronic records of supply transactions for the Department of Education Division of Property and Procurement. Supervision is received from the Director of Property and Procurement. Incumbent must verify electronically or manually that supplies received are listed on requisitions and invoices and ensure that supplies and equipment are stored in a computer database or other designated area.  This employee is responsible for the entire layout of the warehouse and all items therein.  Work is reviewed for efficiency and effectiveness by the supervisor.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Responsible for acquisition, distribution and storage of all office and school supplies;
  • Responsible for organization of all stored  supplies and their distribution on a  needs basis;
  • Responsible for compiling and maintaining an electronic or manual inventory of all supplies pickups and drop off;
  • Assumes responsibility for organizing , updating and maintaining  inventories and records of all office and school supplies in the warehouse;
  • Plans layouts of warehouse and other storage areas considering turnover, size, weight and related factors;
  • Advises employees on methods and use of equipment in handling and storing problems;
  • Studies, records and recommends remedial action for reported non-usable, slow-moving excess stock;
  • Schedules the pickup of materials with other schools, activity centers and other locations;
  • Schedules work for special and periodic inventories;
  • Traces history of items to determine reasons for discrepancies between inventory and stock-control records;
  • Ensures and facilitates the appropriate actions for any inconsistency between purchase orders and shipments received or due action requests in regards to damaged items or shortages;
  • Ensure that reporting and internal control systems are functioning and all relevant records are properly maintained;
  • Ability to supervise warehouse staff (i.e. laborers and drivers)
  • Performs other related work or duties as required.

KNOWELEDGE, SKILLS AND ABILITIES

  • Knowledge of warehousing and storage requirements involved in stocking a variety of materials, accurately counting items/supplies, picking up orders, packing required items/supplies and delivery process;
  • Knowledge of warehouse supplies receiving and storage;
  • Knowledge of record keeping practices and methods;
  • Knowledge of federal safety guidelines;
  • Ability to read, understand and give clear oral or written instructions, shipping orders, department paperwork, and safety warning labels;
  • Ability to inspect merchandise and other supplies to ascertain proper conditions upon receipt;
  • Ability to keep routine receipt, issuance and stock records, and to make mathematical calculations rapidly and accurately;
  • Ability to actively pursue continuous improvement and ease of the tasks of the position to meet or exceed department needs;
  • Ability to maintain high levels of accuracy when identifying and pulling correct items/supplies, to meet or exceed customer's expectations;
  • Ability to listen to others and appropriately act on information provided;
  • Ability to perform repetitive or short-cycle work;
  • Ability to perform basic addition, subtraction, multiplication and division calculations;
  • Ability to safely and effectively operate department tools including but not limited to: paper-packaging dispenser machine, tape dispenser, copier and fax machine;
  • Ability to prioritize work tasks according to department requirements;
  • Ability to work effectively under pressure or deadlines;
  • Ability to work effectively in a team environment;
  • Ability to work in a fast-paced, changing environment;
  • Excellent organizational skills;
  • Proficient in Microsoft Office;
  • Must be flexible, proactive, highly motivated, resourceful, professional and efficient;
  • Ability to establish and maintain effective working relationships;
  • Ability to lift seventy (70) pounds or more.
  • Ability to exercise sound independent judgment in carrying out functions of the position;

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Business Administration, Management or other related field with five (5) years or more of progressive relevant experience in administration, warehouse and storage operations; and
  • Valid Virgin Islands driver’s license.

Laborer

GENERAL STATEMENT OF DUTIES                         

An employee in this class performs work required for the maintenance, repair, and improvement of buildings, equipment, and grounds depending on the trade assigned.  Employee receives general direction from school administrator, activity center head, or other designated supervisor.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Performs work required for the maintenance, repair, and improvement of buildings, equipment and grounds;
  • Performs routine work in such trades as carpentry, painting, plumbing, electrical, furniture repair, and other tasks of similar nature;
  • Performs such duties as a helper in carpentry, grounds, and similar projects;
  • Performs such duties as hauling heavy materials, repairing roads, cutting grass, demolition work and various other preparatory work for the trades;
  • Performs simple and elementary work not specifically related to the trades, such as, moving heavy furniture, equipment or materials to repair shops, schools and various grounds work including excavation, spreading top soil, preparation of soil for grass, and grass cutting,
  • Assists a skilled  or semi-skilled maintenance tradesman as directed;
  • Assists with the repair and maintenance of fences and other barriers enclosed area;
  • Assists in responding to complaints regarding sewers and drainage problems as assigned and explain to by immediate supervisor;
  • Uncrate or unpacks supplies and other freight;
  • Cleans and flushes gutters and places trash in cans or on trucks.
  • Supervises in a general fashion, the use of the area, especially from the stand point of insuring compliance with the rules and regulations governing the attire and conduct of persons using the area;
  • Insures proper maintenance of equipment and tools by cleaning and checking equipment and tools prior to and upon completion of use;
  • Load and unloads baggage, packages, crates, and other material transported by automobile and truck;
  • Performs other related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

  •  Ability to understand and follow specific oral and written instruction;
  •  Ability to do manual labor and to work long hours outdoors as required in the making and maintenance of recreational areas;
  •  Ability walk, sit, climb or balance stoop and kneel crouch or crawl
  •  Ability to perform routine tasks and to understand and follow oral instructions;
  •  Ability to establish and maintain effectively working relationships with co-workers and all other persons using recreational areas;
  •  Ability to acquire skill in following instructions for making of playing fields and courts.
  •  Physical strength and ability to lift 70lbs, and perform common related duties.

EDUCATION AND EXPERIENCE:

  •  Graduate from high school or possession of a GED certificate.
  •  Experience in performing a variety of manual tasks, including some experience in the operation of any of the kinds of equipment representative of this class.
  •  Valid Virgin Islands License

Custodial Worker

GENERAL STATEMENT OF DUTIES

This is janitorial work that may involve very minor office duties and some supervisory responsibility.  An employee in this class has the responsibility of acting as a lead-worker in performing janitorial work and assisting with unskilled maintenance duties.  Work is reviewed by supervisory personnel during and upon completion of assignments for compliance with instructions, proper performance of subordinate personnel, and for maintenance of clean and orderly conditions in an assigned area of the building.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Assumes responsibility for cleaning at a large school and assists in maintaining discipline and proper behavior among students during recess of non-class hours;
  • Instructs subordinate custodial workers in the proper performance of duties;
  • Performs a variety of simple maintenance work including cleaning of equipment and unskilled painting and carpentry;
  • Performs a variety of incidental manual laboring tasks such as assisting with loading, unloading, and moving supplies and equipment;
  • Operates an elevator in transporting employees, equipment, and supplies from one floor of the building to another;
  • Performs a variety of sweeping, scrubbing, mopping, and general cleaning similar to that of a handyman;
  • Performs, where required, such minor office duties as date and time-stamping correspondence, arranging documents into numerical, and other similar sequences;   
  • Performs a variety of work similar to that of a Messenger;
  • Counts, picks up, and delivers linen, and assists in food-service duties as required;
  • Reports unusual situations or conditions to immediate supervisor;
  • Reports to duty station in case of burglary, fire, or other disaster;
  • Performs other related work as required.

KNOWLEDGE AND ABILITIES

  • Knowledge of the materials, equipment, and methods used in cleaning and other janitorial work.
  • Ability to follow simple written and oral directions.
  • Ability to work long hours while standing, to walk long distances in delivering mail, and to perform moderately heavy cleaning.
  • Ability to establish and maintain satisfactory working relationships with coworkers and all other persons contacted in the course of the work.
  • Ability to operate a passenger car or light pick-up truck safely in accordance with traffic regulations.
  • Ability to work quietly and decorously in a school or hospital situation.
  • Ability to lift 70 (seventy) pounds or more.
  • Physical strength to perform a variety of manual tasks in the care, cleaning, and general maintenance of buildings and office equipment.

EDUCATION AND EXPERIENCE:

  • High School Diploma or equivalent
  • One year of custodial experience
