About Us

The Virgin Islands Department of Education’s Office of Public Relations and Communications exists to heighten the public’s awareness of the Department’s mission to ensure that all students are prepared for college or the career of their choice upon graduation from high school.

In support of the mission, the Public Relations Office provides publicity for events, activities and the many successes of the Department’s schools, students, teachers, employees and leadership through internal and external communication.

The Office of Public Relations and Communication, through an integrated marketing communications approach services the marketing, branding, public, and media relations, advertising and graphic design needs of the Department, districts, and schools.

The Public Relations Office reports directly to the Commissioner of Education.

 

Data and Assessment Director

DESCRIPTION

A data and Assessment Director in the Virgin Islands Department of Education coordinates the administration and analysis of all district quantitative and qualitative data and information including but not limited to surveys and assessments (screening, diagnostic, information).  The Director provides guidance, support, and technical assistance to schools in the implementation of assessments to determine school, classroom, and student progress based on the Territory standards.  The Data and Assessment Director advises district and school administrators in the assessment and evaluation of programs to measure impact and program effectiveness.  The Data and Assessment Director also serves in an advisory capacity to the Territory.  This position is full-time, 12 months.                        

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Designs and implements the district wide assessment program including policies, guidelines, procedures, and professional development;
  • Administers the state assessment and report data to the territory;
  • Plans, implements, and maintains qualitative and quantitative data collection and analysis system;
  • Coordinates the collection and analysis of student assessment data;
  • Ensures the smooth and efficient operation of survey and data collection activities;
  • Serves as liaison between schools and the district on a range of academic, administrative, and outcomes assessment issues;
  • Develops and maintains databases and information systems;                                                                        
  • Monitors the progress of assessments, studies and/or survey activities;
  • Assists in the preparation, design, and construction of materials needed to interpret student, school, and district assessment data;
  • Develops and maintains records of studies and/or survey activities, and prepares periodic and ad hoc reports as required;
  • Maintains and updates confidential files and records, ensuring that ethical and legal guidelines are maintained;
  • Prepares an annual budget request in support of annual assessment goals;
  • Maintains current knowledge about assessment programs, activities and mechanisms;
  • Performs miscellaneous job-related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the Federal, Territory and District data and assessment policies, guidance, laws and rules;
  • Knowledge of classroom, school and district assessment systems;
  • Knowledge of quantitative  and qualitative data collection tools and processes;
  • Knowledge of screening, diagnostic and instructional assessment instructions;
  • Ability to manage program and student information databases;
  • Ability to conduct qualitative and quantitative evaluation;
  • Ability to organize and monitor the administration of student assessment;
  • Ability to evaluate personnel.

EDUCATION AND EXPERIENCE

A Master’s Degree of Science/Art degree or equivalent; Training and experience in psychometrics, data manipulation, analysis and management.  Experience in program evaluation or Education and/or experience with student systems.

Contracts Administrator

DESCRIPTION:

Under the direction of the Legal Counsel, the Contract Administrator performs highly responsible and specialized duties related to the Virgin Islands Department of Education’s contractual needs and directs all activities concerned with contractual agreements. The Contract Administrator is primarily responsible for drafting, developing, administering, and managing all contractual agreements and amendments for the Department including but limited to contracts for purchases, materials or services; memorandums of agreement and understanding between agencies of the Government; interagency agreements; and sub-grantee agreements.

 

       DUTIES AND RESPONSIBILITIES: (NOT ALL INCLUSIVE)

  • Plans, organizes and directs the administration of contracts in order to ensure efficient and effective functioning within the framework of Departmental needs in accordance with laws, rules, regulations and policies;
  • Monitors performance throughout the life of the contractual agreements and manages a database used to track and monitors all contractual agreements;
  • Initiates and continues correspondence with the contractors and vendors throughout the contractual process and examines supporting contractual documents to ensure requirements are met;
  • Drafts and develops contractual agreements including developing scopes of work and compensation plans;
  • Prepares change orders, options to renew, amendments, and supplemental agreements as necessary during the life of contracts;
  • Maintains security precautions that relate to the preclusion of dissemination or disclosure prior to negotiations of confidential or official information contained in applicable contract files;
  • Performs related work as required.

KNOWLEDGE AND ABILITIES

  • Knowledge of federal and local laws and regulations  and procedures governing contract administration ;
  • Knowledge of procurement rules and regulations and rules of Government contracting;
  • Excellent skills in communicating clearly and effectively in English, including writing clear and concise documents.
  • Proficient in Microsoft suit, access and excel programs;
  • Conversant with regulatory, legislative and procedural changes;
  • Must be flexible, proactive, highly motivated, resourceful, organized, professional and efficient;
  • Ability to work independently with little or no supervision;
  • Ability to draft contractual language outside of the standard required language based on Government’s needs;
  • Ability to develop and maintain effective working relationships with members of the Department’s staff and other external entities and bodies;
  • Ability to exercise sound, independent judgment in carrying out functions of the position.

EDUCATION

  • Juris Doctor from an Accredited Law School and Two (2) years of experience in Administrative and Contractual Law or;
  • Master’s degree in Business or Public Administration with a minimum of five (5) years progressive relevant experience in the field of contractual and administrative law.
  • Possession of a valid Virgin Islands driver’s license and if necessary be able to provide own transportation in conduct of work assignments and willingness to travel between St. Thomas, St. John and St. Croix as required.

Administrative Officer II

DESCRIPTION:

This is administrative work in coordinating and assisting a higher-level administrator with the management of an agency.  An employee in this class is responsible for performing administrative staff assignments and office management work for a division or organizational unit.  Work differs from that of Administrative Officer I by the complexity of assignments and independent decision-making, but an employee is allowed to use his own judgment where necessary.  General supervision is received from a higher level officer through conferences, and review of work for compliance with departmental rules and regulations. Supervision is exercised over a small clerical staff.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Assists in planning, developing, and executing operating procedures for an agency or division;
  • Participates in the planning and programming of agency activities and assists in formulating work schedules;
  • Provides administrative staff support in the areas of fiscal management, personnel management, and other administrative functions;
  • Supervises the maintenance of files and records, supplies and materials, and the preparation of reports;
  • Prepares budget estimates of funds needed by the organizational unit suggesting needs for additional equipment, supplies, or personnel;
  • Drafts appropriate justifications ensuring proper duplication and assembly of the departmental budget estimates;
  • Ensures compliance with the laws, rules and policies governing budgetary and fiscal matters;
  • Recommends when certain expenditures should be made, and informs proper authorities on the availability of unexpended funds to avoid overspending;
  • Acts as personnel officer in a small or non-technical department in such matters as employee records, pay administration, training, and other related aspects of personnel administration and collaborates with the central personnel agency;
  • Functions as a representative of the department or division; discusses and interprets agency programs and procedures;
  • Ensures that personnel are informed of new or revised operating policies and that they are properly implemented;
  • Performs liaison work on behalf of superior with other officials and groups;
  • Prepares reports on the operation of a unit group of small units for use by higher-level departmental officials;
  • Utilizes computer systems to provide appropriate support including preparing NOPAs and drafting reports and routine correspondence for the supervisor’s signature;
  • Performs other duties as required or assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of the general theory and principles of budgeting, general procurement and supply, personnel administration, and decision making in public administration;
  • Knowledge of the principles and practices of public and business administration;
  • Knowledge of research techniques and report writing;
  • Ability to prepare accurate, clear, complete and concise reports;
  • Ability to work with various software applications, such as Word, Power Point, Excel, Access and other computer programs and software;
  • Ability to prepare comprehensive activity reports of agency functions;
  • Ability to interpret and understand complex procedural and general administrative legislation, rules and policies and apply them to a wide variety of problems for recommending courses of action;
  • Ability to solve problems by choosing solutions from among several alternatives that are not necessarily governed by established procedures;
  • Ability to advise and provide assistance relevant to improvement in administrative matters, problem resolution and other changes;
  • Ability to assist in the formulation and execution of agency policies and programs;
  • Ability to initiate and install administrative procedures and evaluate their effectiveness;
  • Ability to exercise resourcefulness in meeting new problems;
  • Ability to assign work and to supervise staff of clerical and supervisory personnel;
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work.

EDUCATION AND EXPERIENCE:

  • Graduation from a recognized college or university with major work in Business Administration or a closely related field and two years of administrative experience, or Associated degree in Business Administration or related field and four years’ administrative experience;

                                                            OR

  • Completion of the twelfth school grade, including commercial subjects and six years of experience as an Administrative Secretary; or two years of experience as an Administrative Officer I.
