General Requirement forCertification

1. The minimum age for an individual seeking certification shall be 21         years of age.

2. A minimum of three years work experience to qualify for a temporary     certification.

3. Proof of U.S. citizenship or permanent residency.

4. Display of good moral character, through submission of police     records.

5. Proof of good health, a physician's statement.

6. Completed application.

7. Official transcript from an accredited college, university, or other     accredited institution of higher learning.

8. Applicant should present a copy of their license (in areas requiring     licensing) or sit a competency exam.

Application Procedures

A valid application must include the following:

1. A complete department application form.

2. Official transcript from an accredited college, university, or institution.

3. Proof of citizenship, or legal status/residence status.

4.Proof of good health.

5. Police record over the past five years

6. Required fee of $25.00. Fee is subject to change on the annual basis due to rise in cost of living.

7. Completion of the basic core teaching courses within a period of three years.

Early Childhood Educator

EARLY CHILDHOOD EDUCATOR
When Required
This certificate shall be required for anyone employed as a teacher of grades kindergarten to third.
Validity of Certificates
This certificate shall authorize the teaching of all elementary academic subjects and art, health, music, physical education and technology in grade levels kindergarten through grade three. However, it shall not authorize the early childhood teacher to be the sole provider for art, health, music or physical education.

Professional Educator Class I Certificate Requirements (valid for five years and renewable every five years with special requirements)

On and after August 7, 2003 to receive a Professional Educator Class I Certificate for early childhood teaching, an applicant shall present evidence of meeting the following requirements:

A. Holds a bachelor's degree from an accredited and/or approved institution;

B. Has a minimum of 42 semester credit hours in five of the six general academic areas: English, natural science, mathematics, social studies, foreign language and fine arts;

C. Has a minimum of 36 semester credit hours in professional education in a planned program of study and
experience in early childhood education to be distributed among each of the following:
            1. Foundations of Education. (This group includes areas such as philosophy of education, school effectiveness, history of education, and comparative education);
            2. Educational Psychology (This group includes such areas as growth and development of children from birth through life span, psychology of learning, child-adolescent psychology and                         mental hygiene);
            3. Curriculum and Methods (This group shall include course work in):
                                a. Curriculum and methods for typical and special needs children with an emphasis on the least restrictive environment, integrated curriculum and strategies for developmentally
                                    appropriate programs;
                                b. Learning and teaching of language arts, children's literature, mathematics, science, social studies, expressive arts, health/safety through an integrated curriculum; or
                                   developmentally appropriate curriculum for early childhood; or integrated early childhood curriculum;
                                c. Observation and assessment of development in young children and planning individualized programs;
                                d. Classroom organization and facilitating play; or effective teaching and organizational skills in an environment with play; or role of play and the learning environment;
                                e. Early childhood program models and issues including family and professional collaboration and diversity;
                                f. Program adaptations for children with special needs; or teaching strategies and related services for children with special needs; or program planning for children with special
                                    needs;
                                g. Curriculum and strategies for developmentally appropriate practices in the primary grades including study in: teaching and learning, curriculum, assessment, strategies,
                                     classroom organization for the primary grades; and
                                h. Field experiences including observation, limited participation teaching in grades kindergarten to third grade
            4. Student Teaching (supervised observation, participation and full-time responsible teaching in an early childhood classroom, totaling at least 6 but not more than 12 semester credit hours) ;                  and
            5. Educational Technology or comparable computer course;

D. Has successfully completed the required assessments

Secondary Educator Certificate

Secondary Educator Certificate REQUIREMENTS

Every school-based professional appointed to the Virgin Islands public school system AFTER the 1991-1992 school year must complete a course in Virgin Islands History within the first year of employment.

Also, every new secondary school teacher or elementary content area teacher (art, music, physical education, etc.) hired AFTER the 1995-1996 school year must take and pass the Praxis I examination, which consists of Reading, Writing, and Mathematics sections. 

A. Holds a bachelor's degree from an approved and/or accredited institution;
B. Has a minimum of 42 semester credit hours in five of the six general academic areas: English, natural science,
    mathematics, social studies, foreign language and fine arts;
C. Has completed a subject area major consisting of one of the following:

  • a major awarded by an approved and/or institution in the subject are for which certification is sought, except that a major in professional education many not be accepted in fulfilment of this requirement; or
  • A minimum of 30 semester credit hours in the subject for which certification is sought and a minimum of 9 semester credit hours in a subject or subjects related to the subject fro which certification is sought, except that major or course work in professional education many not be accepted in fulfilment of this requirement. 

According to the V.I. Board of Education's Certification document (available here), there are also general course requirements for any person who would like to teach in the United States Virgin Islands. Secondary school teachers need 26 education credits consisting of the areas below.

1. Foundations of Education. (This group includes areas such as philosophy of Education, school
    effectiveness, history of education, and comparative education);
2. Educational Psychology (This group includes such areas as growth and development of children from birth
    through life span, psychology of learning, child-adolescent psychology and mental hygiene);
3. Curriculum and Methods (This group includes a minimum of 8 semester credit hours in teaching in the
    applicant's specific content area, or effective teaching skills, classroom management, measurement and
    evaluation);
4. Educational Technology or other comparable computer course;
5. Special Education
6. Student Teaching (supervised observation, participation and full-time responsible teaching in a middle or secondary school, totaling at least 6 but not more than 12     semester credit hours)

GENERAL STATEMENT OF DUTIES

Under the general supervision of the Territorial Capital Projects and Facilities Manager and the Commissioner of Education, an employee in this class administers reviews and monitors all TerritorialVIDE Construction Projects to insure maximum service and economic benefits to the Government of the Virgin Islands. Specialized administrative and management duties include the adherence to the Government’s competitive bid processes for services in compliance to VI Code, VI Rules & Regulationsand various Departmental Policies and also conducting cost benefit analysis for each Construction Project. An employee in this class also plans, schedules and coordinates various administrative workefforts of construction projects and assigns when available duties to subordinate personnel responsible for carrying out and completing CIP management & CIP inspection functions. Additionally, an employee in this class reviews and monitor Departmental CIP contracts to insure maximum service and economicbenefit for the Government of the Virgin Islands. Additionally, an employee in this class supervises and maintains or causes to maintain through periodic inspections of all CIP Projects files proper and accuratefiles & records on all construction contract related matters.

The employee is allowed wide latitude in recommending and establishing methods of approach and necessary reporting control procedures to improve processes of contractual matters through the Department. Work is performed with considerable independence and is reviewed through conferences for compliance with established Departmental policies. Administrative goals & objectives are established by the Commissioner. However, through Executive Office’s supervision and conferences regarding policy determinations, discussions of unusual problems and analysis of program results, an employee is expected to exercise independent judgment an apply professional skills and administrative abilities in solving problems and meeting the challenge.

DUTIES (Not all Inclusive):

  • Negotiates through DPP and VIDE’s Procurement Office contract terms & make finalrecommendation through the CIP Director of final construction contract language for Department’s Legal Counsel review and approval;
  • Establishes work policies and construction contract compliance standards for monitoringfunctions;
  • Prepares and recommends policies and procedures for the CIP’s proper monitoring of all construction contractual agreements;
  • Reviews various operations and formulates proposals for construction contract services;
  • Participates in the formulation of contract bid specifications and other services;
  • Eliminate redundancy in construction contract services;
  • Develops, implements and administers programs to preserve meeting the objectives detailed within all construction contractual agreements for the Government of the Virgin Islandsthrough effective utilization of personnel, materials and funding;
  • Administers construction contract compliance activities;
  • Investigates irregularities and policy violations and take and/or recommend corrective actions. Review and monitor overall work schedules, work flow, work hours, and duty assignments of personnel, as it relates to contractual work efforts, and document & recommend changes as needed to meet the contractual objectives;
  • Compiles monthly & annual reports specifically regarding Construction Contract Administration work efforts for the Government of the Virgin Islands, Department ofEducation;
  • Prepares cost benefit analysis reports for construction activities;
  • Enforce contract provisions through the Department’s Legal Counsel and/or the Office of the Commissioner;
  • As it relates to contractual Government of the Virgin Islands VIDE CIP work efforts, demonstrates continuous effort to improve operations, decrease turnaround times, streamlinework processes, and work cooperatively and jointly to provide quality seamless service;
  • Reports unusual situations or conditions to the CIP Director as required;
  • Reports to duty station in case of burglary, fire, or other manmade or natural disaster; and
  • Performs all other related and/or similar work as requested or required.

FACTOR 1 – Knowledge Required by the Position:

  • Considerable knowledge of the policies, procedures, rules and regulations governinggovernmental contracts and processing procedures;
  • Considerable knowledge of the principles of supervision and management of personnel within a governmental structure;
  • Ability to analyze an objective and exercise sound judgment and discretion in making decisions;
  • Ability to meticulously speak and write clearly and concisely;
  • Ability to establish and maintain harmonious interactive working relations with co-workers, supervisors and other governmental & non-governmental persons contracted in the course of performing required duties;
  • Ability to evaluate administrative and personnel procedures and practices and recommend improvements where necessary;
  • Ability to supervise the work of skilled & unskilled technical, administrative, supervisory and clerical staff;
  • Ability to evaluate administrative and budgetary procedures to recommend improvements where necessary;
  • Must have a minimum of five (5) years of experience in performing general managerial work within a government agency;
  • Must have a minimum of ten (10) years of experience within the Construction Industry.
  • Must have the ability to keep routine records and prepare written reports on all matters concerning the work efforts to include status reports on active Departmental contracts.
  • Must have the ability to manage any work task assigned through the supervision, as required, of others and through providing written documentation of all efforts before, during and after said work task as required; and
  • Must have a valid U.S. Virgin Islands Driver’s License with a clean Diving Record and must have the ability to effectively operate any type of passenger vehicle, truck, or other commercially driven vehicle safely in strict accordance with traffic regulations.

FACTOR 2 – Supervisory Controls:

The Commissioner and/or his/her Executive Office designee (the supervisor) provide general

administrative supervision and management goals & objectives. The employee generally takes action with minimal supervision and keeps the supervisor informed. When complex issues arise,

the supervisor provides assistance and guidance. Completed work is reviewed through progress

reports, conferences and evaluations for overall effectiveness and contribution to Department’s goals & objectives.

FACTOR 3 – Guidelines:

Guidelines consist of Departmental and Governmental policies & procedures, Virgin Islands

Codes, Virgin Islands Rules & Regulations, as it relates to personnel, budget, procurement, and other related matters. Although guideline interpretation is applicable, the employee uses considerable professional judgment in the performance of the job.

FACTOR 4 – Complexity:

The work is varied, including separate functional area i.e., personnel, budget and finance, procurement, etc. Decision on what needs to be done and in what order depends upon ongoinganalysis of the project, program and/or phase of the assignment and includes identification and quantification of resources such as manpower, materials and funding.

FACTOR 5 – Scope & Effect:

The purpose of the work is to serve as integral members of the staff for administrative matters,and to provide recommendations on changes & additions to policy and practice within the specific scope of duties and to effectively and efficiently run the administrative areas to provide a variety of services in support of the Department and to contribute to the effectiveness of this agency and the Government of the Virgin Islands.

FACTOR 6 – Personal Contacts:

Personal contacts are with co-workers, job applicants, employees from otherdepartments/agencies, vendors, suppliers, federal agencies and other identities outside of the local government.

FACTOR 7 – Purpose of Contacts:

The purpose of the contacts is to dispense information, plan, coordinate and advise on work oractions that affect the project or program and to verify that proper procedures are followed. Also provide briefings on the status and requirements of administrative management activities tomanagers, supervisors, and employees, and to interview persons seeking employment.

FACTOR 8 – Physical Demands:

Work is sedentary; however, work can be strenuous when it involves facility & equipment inspections or outdoor activities.

FACTOR 9 – Work Environment:

Work is primarily performed in an air-conditioned office setting; however, work is sometimesperformed outdoors. The specific project/program assignments will determine where the majority of the work will be performed.

MINIMUM QUALIFICATIONS:

Five years of experience in the construction administration or architectural engineering services,which includes training or experience in contract law or a closely related field and graduation from a recognized college or university with a Bachelor's degree in Construction Administration, Engineering, Architecture or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted at the discretion of the Commissioner of Education.

The No Child Left Behind Act of 2001 (NCLB), which reauthorized the Elementary and
Secondary Education Act of 1965 (ESEA), places a major emphasis upon the importance
of teacher quality in improving student achievement.

NCLB FAQ

What is the definition of a highly qualified teacher?

The requirement that teachers be highly qualified applies to all public elementary or secondary school teachers employed by a local educational agency who teach a core academic subject.

Highly Qualified” means that the teacher:

1. Has obtained full State certification as a teacher or passed the State teacher licensing examination and holds a license to teach in the State, and does not have certification or licensure requirements waived on an emergency, temporary, or provisional basis;

2. Holds a minimum of a bachelor’s degree; and

3. Has demonstrated subject matter competency in each of the academic subjects in which the teacher teaches, in a manner determined by the State and in compliance with Section 9101(23) of the ESEA.

The statutory definition includes additional elements that apply somewhat differently to new and current teachers, and to elementary, middle and secondary school teachers. The complete definition of “highly qualified teacher” is in Section 9101(23) of the ESEA.

What is meant by “core academic subjects”?

The term “core academic subjects” means English, reading or language arts, mathematics, science, foreign languages, civics and government, economics, arts, history, and geography [Section 9101(11)]. While the list of core academic subjects in the statute includes the arts, it does not define specifically which arts courses are core academic subjects. States may decide which arts courses will be considered as core academic subjects.

How does the State determine if a current teacher (elementary, middle, or secondary) is highly qualified?

The SEA is responsible for developing and approving methods for ensuring that teachers have, in addition to a bachelor’s degree and full State certification, subject-matter competency and teaching skills. Teachers can demonstrate their competency and skills by (a) passing a rigorous State academic subject matter test, (b) in the case of middle or secondary school teachers, completing an academic major, graduate degree, coursework equivalent to an academic major, or advanced certification or credentialing, or (c) using the high, objective, uniform State standard of evaluation (HOUSSE) [Section 9101(23)].

How does the State determine if new elementary school teachers have the subject matter knowledge and teaching skills that are needed of highly qualified teachers?

To meet the requirements of the law, new teachers at the elementary level must (1) hold at least a bachelor’s degree, (2) be licensed by the State, and (3) demonstrate, by passing a rigorous State test, subject knowledge and teaching skills in reading, writing, mathematics, and other areas of the basic elementary curriculum [Section 9101(23)(B)(i)]. While the Department is always willing to respond to inquiries from States, it is the responsibility of the SEA to identify and approve specific tests. We recommend that each SEA use the guidelines below to evaluate any tests that it wishes to consider for use in its State.

How does the State determine if new middle and high school teachers have a high level of competence in each of the subjects the teacher will teach?
To meet the requirements of the law, new teachers at the middle and high school levels must (1) hold at least a bachelor’s degree, (2) be licensed by the State, and (3) demonstrate their competence, in each of the core academic subjects the teacher teaches, by: 1. Completing an academic major, a graduate degree, coursework equivalent to an academic major, or advanced certification or credentialing, or 2. Passing a rigorous State academic subject test [Section 9101(23)(B)(ii)].
