POSITION: STATE SPECIAL EDUCATION NETWORK ADMINISTRATOR

DESCRIPTION

This is professional work involving the implementation and operation of the Division’s internal networks, servers, and network security. Supervision for this position is received from the State Director of    Special Education. Work in this class involves major responsibility for configuring, managing and maintaining the division’s internal systems, including its webpage, as well as coordinating and collaborating with the State Office of Technology. Work also involves the ability to develop comprehensive plans (hardware and functional) for the office. Duties may also include setting up and breaking down equipment for professional development activities. This employee must be able to maintain high levels of concentration, patience and flexibility especially in unexpected situations. This employee is given considerable latitude in exercising professional skills and independent judgment in the performance of work.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Configures and sets up all new server systems required for the division’s activities;
  • Develop and manage the division’s webpage;
  • Manages firewall and exercises overall responsibility for the division’s IT security;
  • Provides support to all internal users;
  • Forecasts any needed improvements, budgeting for and implementing any changes;
  • Plans and coordinates activities including installation and upgrading of hardware and software;
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of Cisco Enterprise Switches/ Router: Series 6500;
  • Knowledge of major networking components, network operating systems, and computer hardware components, practices, and techniques;
  • Knowledge of the theories, principles, practices and techniques associated with network technology;
  • Knowledge of the state-of-art data and network technology and the ability to incorporate new concepts into the planning and implementation of the LAN/WAN environment;
  • Ability to comprehend, analyze, and research problems of a complex nature and make recommendations;
  • Ability to read and interpret technical manuals and specification documents;
  • Ability to exercise sound, independent judgment in carrying out functions of the position;
  • Ability to establish and maintain effective and professional working relationships, with supervisor, colleagues and vendors.

EDUCATION AND EXPERIENCE

  • Master’s degree in Computer Science, Information Technology or a related field and three (3) years of progressively strong experience working as a Network Administrator; or
  • Bachelor’s degree in Computer Science, Information technology or a related field and five (5) years of progressively strong experience working as a Network Administrator.

POSITION: SPECIAL EDUCTION TRAINING MANAGER

DESCRIPTION

This is professional work involving the need for excellent written, oral and listening skills. Supervision  for this position is received from the State Director of Special Education. Work in this class requires a high degree of collaboration and communication with management of all levels, stakeholders and off island consultants. A fair amount of independent judgment is expected. Person selected must be very well organized, able to multi-task and develop and maintain records on the effectiveness of training activities.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Develop a needs assessment process and create an instructional design process with appropriate delivery methods and post training evaluations;
  • Recommend solutions for performance issues and potential areas of training;
  • Assist State Director with designing, developing, and implementing training programs based on analysis;
  • Arrange Conferences, professional development and technical assistance activities;
  • Work with the department’s Office of Legal Counsel and office accountant in preparing training budget;
  • Develop and organize training manuals, multimedia visual aids and other educational materials;
  • Work collaboratively with other staff members;
  • Understanding of Special Education services and underlying principles of supporting effective instruction;
  • Performs other duties as assigned.

  • Knowledge of the competitive bidding process when conducting business with a governmental agency;
  • Knowledge of Microsoft Office (proficiency in excel and publisher);

  • Bachelor’s degree in Education, English, Journalism or a related field and five (5) years of progressively independent work where communication and collaboration were primary aspects of the employment.

DESCRIPTION:

This position is that of an instructional leader with content specific training and expertise. He or she operates as a coach, trainer, resources provider and program manager.  This individual reports to a Director or higher level administrator.  Work is reviewed through reports, presentations, or projects.

DUTIES AND RESPONSIBILITIES: (NOT ALL INCLUSIVE)

  • Provides Leadership in the development, implementation and coordination of district wide programs and resources;
  • Plans, implements, and /or brokers ongoing training for program personnel and teachers including new teachers and support staff;
  • Participates in curricular development and revision;
  • Provides on-site technical assistance and support to schools in curriculum, instruction, technology and assessment;
  • Monitors the implementation of district-wide programs, resources and services;
  • Provides technical assistance and support to schools in the development and implementation of school improvement plans;
  • Assists school through classroom visits, consultation, demonstration lessons and conference;
  • Keep abreast of national professional trends and changes in related curriculum area and disseminates that information to appropriate audiences;
  • Supervises and coordinates the ordering/use of curriculum, instruction, technology and assessment materials/supplies and equipment;
  • Consults with adult education programs and other special programs upon request;
  • Supervises and coordinates projects developed to improve student achievement;

  • Participates in ongoing professional development.

KNOWLEDGE AND ABILITIES:

  • Knowledge of the education laws, policies, rules and regulations of the United States Virgin Islands, as well as within respective schools;
  • Knowledge of technological programs, electronic, printed and other available resources in order to make helpful suggestions related to student’s individual needs or programmatic requirements;
  • Knowledge of learning disabilities, and methods of treatment;
  • Knowledge of the student learning process;
  • Ability to convey computer literacy skills of technological programs use to parents, students and teachers for their personal use;
  • Ability to communicate information about community resources in a clear and effective manner;
  • Ability to coordinate, implements, and provide advice and guidance on educational programs/project activities;
  • Ability to select or develop instructional materials;
  • Ability to maintain accurate and complete records as required by district policy and administrative    regulations;

EDUCATION AND EXPERIENCE:

  • Appropriately licensed/ certified by the Virgin Islands Board of Education;
  • Master’s Degree in the specific content area with a specialization in education or other appropriate educational area with (3) three years teaching experience providing instruction to students.

POSITION: GROUNDSKEEPER

DESCRIPTION

Under general supervision performs manual labor and some supervisory work in preparing and maintaining public grounds. An employee in this class is expected to maintain the grounds in acceptable condition. Work involves maintenance activities such as cutting grass and brush, removing debris, and establishing and maintaining fences. General instruction and supervision are received from an administrative or maintenance supervisor, but an employee is expected to use some initiative and work with minimum supervision.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Cuts grass and brush and trims tress so that they do not interfere with creating a safe environment;
  • Marks court and field boundaries for such sports as tennis, basketball, baseball and softball ;
  • Assists with the repair and maintenance of fences and other enclosures;
  • Plants, waters, sods, sprays and trims lawns and gardens and cleans walkways;
  • Plants, cultivates and propagates plants in flower beds and on grounds
  • Mows grass and rakes leaves
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of grounds keeping and simple horticultural practices;
  • Knowledge of that care of flowers, trees and shrubs common to large institutions;
  • Ability to work long hours while standing;
  • Ability to read, write, understand and follow oral and written instructions;
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work;
  • Ability to lift seventy (70) pounds or more.

EDUCATION AND EXPERIENCE

POSITION: HUMAN RESOURES SPECIALIST

DESCRIPTION

An employee in this position performs highly professional and technical work involving extensive specialized knowledge and training of the selection and application of personnel measurement devices. It understands the relationship of position classification to management problems, staffing, recruitment and other specialized fields of human resource management. The employee is concerned with meeting the recruitment and staffing objectives of the Department of Education Division of Human Resources. Work is reviewed by the Human Resources Director for conformance to established standards and adherence to departmental rules and regulations.

RESPONSIBILITIES AND DUTIES (NOT ALL INCLUSIVE)

  • Executes the Department of Education’s human resource policies and procedures;
  • Researches personnel matters, concerns and problems, and recommends appropriate solution to alleviate or mitigate matters in conformity with standard human resources principles and practices;
  • Serves as a resource person in providing guidelines and assistance to school and activity center administrators in identifying personnel management concepts and their value in resolving management problems;
  • Administers human resource transnational matters such as position classification, posting of vacancies and the supervision of employee examinations;
  • Prepares job descriptions, outlining the official record of the work assigned by management to an employee;
  • Classifies positions according to their common characteristics, level of difficulty, degree of responsibility, qualification requirements and other factors in accordance with position classification plans;
  • Performs job analysis to gather identify duties, responsibilities, minimum qualifications and working conditions;
  • Performs job evaluation to determine pay rate and duties;
  • Provides inputs for annual forecasting reports;
  • Formulates and recommends policies and procedures commensurate with proper personnel practices and classification standards;
  • Sends out yearly questionnaires to managers and supervisors to obtain data on their human resource requirements;
  • Meet and confer with other human resources personnel on personnel principles, procedures, guidelines, etc;
  • Conducts training on human resources guidelines , rules, regulations and classification;
  • Conducts skill audits, job evaluations and organization reviews;
  • Develops qualification standards needed for recruiting and promoting candidates to staff schools and activity centers of the Department of Education;
  • Develops performance evaluation criteria, job selection criteria techniques and procedures to enable the Division to effectively meet overarching objectives;
  • Develops, evaluates, examines selection programs (tests, training, experience) for employment and promotion;
  • Develops training schedule and monitors employees training plans;
  • Maintains human resources database;
  • Works on special projects as may be assigned by the Human Resources Director.

FACTOR I – KNOWLEDGE And ABILITIES REQUIRED

  • Knowledge of human resources policies, procedures, rules and regulations;
  • Knowledge of the federal laws and regulations relating to human resources management;
  • Knowledge of position analysis and evaluation to determine appropriate title, occupational grouping and pay grade;
  • Knowledge of the concepts and principles of test development and construction;
  • Knowledge of recruitment sources and the availability of candidates;
  • Knowledge of various publication protocols;
  • Ability to develop written presentation for position announcement, reports and related communication;
  • Ability to prepare concise, accurate written and oral reports on analytical findings and status reports;
  • Ability to make presentation using standard English;
  • Ability to cooperate and collaborate with others and exercise strong interpersonal skills.

FACTOR II- SUPERVISORY CONTROLS

  • The Human Resources Specialist receives general supervision from the Human Resources Director who defines objectives, priorities and deadlines. The Human Resources Specialist performs his or her tasks with minimal supervision, independently organizing and completing assignments and referring complex problems to the supervisor for guidance.

FACTOR III - GUIDELINES

  • Guidelines include local and federal laws, personnel rules and regulations, position and qualification standards, and standard operating procedures of the Department of Education.

FACTOR IV - COMPLEXITY

  • The job is complex in nature. It requires extensive knowledge of human resources policies and procedures. The Human Resources Specialist must manage multiple priorities and meet established goals and targets.

FACTOR V - SCOPE AND EFFECT

  • The employee participates in human resource administration for a school district, providing support for recruiting, staffing and management advisory services provided by the Division of Human Resources. Services provided have a direct impact on the short and long term productivity levels achieved and maintained in the Department of Education Division of Human Resources.

FACTOR VI - PERSONAL CONTACTS

  • The Human Resources Specialist interacts with Department administrators and regular employees, unions, and job applicants.

FACTOR VII - PURPOSE OF CONTACTS

  • Contacts are made in person and through phone calls to exchange information on human resource issues and initiatives and to liaise with officials on technical issues.
