Principal's Message
Today more than ever, employers want to hire an entry-level employee who can hit the ground running. There are labor shortages in many industries in the territory and across the country that require technical skills. This is the role of Raphael O. Wheatley Skill (ROWSC), an accredited Post-Secondary Career & Technical Institute, preparing the adult learner to fill these positions in our territory or nationally. We offer numerous courses, which yield nationally recognized industry credentials. These courses are from the sixteen career clusters and are designed for adult learners of all ages. Satisfactory completion of your course of choice will help jump-start your career into satisfying employment, offering wages on par with college graduates or if you choose, prepare you for the world of entrepreneurship! Once you pinpoint your career pathway of choice, we will assist you in identifying courses that will equip you and ensure your readiness. Our programs provide academic, theoretic and hands-on (performance task), career focused education. Essential workplace behaviors are modeled giving you the opportunity to gain valuable job experience and real-world knowledge in your chosen field of study. Upon completion of your program of study, you will be eligible to take a licensure/certification exam and earn a nationally recognized industry-recognized credential in your respective trade or industry. ROWSC will provide you with study guides, practice test and tutorials in test taking skills to support in passing these licensure/certification exams.
Our tuition and fees are affordable. Tuition assistance is available from the Department of Labor, the Board of Education, and the Department of Human Services (various divisions) based on availability of funds and your ability to meet the funding requirements. Tuition assistance is also available from some private and not-for profit agencies such as The Virgin Islands Community Foundation and some of the local legislators.
We are pleased to be a part of your journey to upskilling or reskilling. Collectively, you will learn how to make necessary sacrifices, how to work hard, be consistent, dedicated, and committed; all the ingredients necessary for accomplishing your goal. The Allied Health Program consists of five courses: Clinical Medical Assistant (CMA), Emergency Medical Technician (EMT). Medical Administrative Assistant/Medical Billing and Coding Specialist, Patient Care Technician (PCT) and Phlebotomy Technician,
Upon successful completion of these courses, graduates will receive a Certificate of Completion from the Raphael O Wheatley Skill Center, endorsed by the Virgin Islands Department of Education and are eligible to take the national registry exam by the National Healthcareer Association.
HEALTH SCIENCES
The Health Sciences Program consists of two courses: Certified Nursing Assistant (CNA), and Practical Nursing (LPN).
Upon successful completion of the Certified Nursing Assistant Course, graduates will receive a Certificate of Completion from the Raphael O Wheatley Skill Center, endorsed by the Virgin Islands Department of Education and are eligible to take the National Nurse Aide Assessment Program (NNAAP) issued by the Virgin Islands Board of Nurse Licensure (VIBNL).
Upon successful completion of the Practical Nursing Course, graduates will receive a Certificate of Completion from the Raphael O Wheatley Skill Center, endorsed by the Virgin Islands Department of Education and are eligible to take the National Council for Licensure Exam - Practical Nurse (NCLEx- PN) issued by the Virgin Islands Board of Nurse Licensure (VIBNL).
This is program provides the students with strategies and techniques for feeding and dressing patients, as well as proper body mechanics for lifting and transferring patients. Lessons include recognizing depression, issues pertinent to abuse and neglect, dealing with dementia, infection control issues, and perineal care. The instructional modality will be didactic and hands on skills training in the classroom.
Upon successful completion of this program, graduates will be eligible to take the Virgin Islands Board of Nurse Licensure (VIBNL) exam, to earn licensure in the territory. Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.
NOTE: Graduates who receive their CNA certification from Virgin Islands Board of Nurse Licensure are eligible to enroll and take an additional semester of the Patient Care Technician (PCT) course for certification as a PCT.

This program provides enrollees with the skills needed to effectively operate a range of medical back-office functions such as vital signs, body measurements, EKG’s, assisting in minor office surgery, therapeutic injections, phlebotomy, assisting with physical examinations OB/GYN, patient education, and other duties associated with assisting medical professionals in procedures performed in a physician’s office and medical groups. In the fourth semester, CMA students will gain hands on experience in the medical field participating in externships.
Upon successful completion of this program, graduates will be eligible to take the National Registry Exam offered by the National Healthcareer Association and receive a nationally recognized industry credential. Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.

This program provides students with the skills needed to be a successful Emergency Medical Technician (EMT). EMT’s are vital links in the healthcare profession. Students will learn the basic skills of ambulatory service and other specialized services. At the end of this program students will be able to recognize patients’ conditions and the extent of injuries, perform inventory control; check all equipment and supplies; administer appropriate emergency medical care based on assessed findings of patients’ condition, and how to properly engage lifting and positioning procedures to minimize discomfort and prevent further injuries.
Upon successful completion of this program, graduates will be eligible to take the National Registry Exam offered by the National Healthcareer Association and receive a nationally recognized industry credential. Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.

This program provides students with entry–level skills necessary to begin a career in Medical Administrative Assistant/Billing and Coding and Specialist. Students will learn how to develop and maintain complete, accurate records for patients at a healthcare facility. Students will be able to work in a variety of administrative positions within diverse healthcare settings. Courses include medical terminology, anatomy and physiology, billing and coding, processing of health claim forms, and computerized medical management. Graduates from this program will be eligible for entry-level employment as receptionists, accounts receivable specialists, insurance claims processors, and billing and coding specialists.
Upon successful completion of this program, graduates will be eligible to take the National Registry Exam offered by the National Healthcareer Association and receive a nationally recognized industry credential. Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.

This program prepares students for the Patient Care Technician (PCT) Direct Care Worker role in health care settings. Emphasis is placed on the personal qualities, knowledge, and skills needed by the PCT to provide exemplary basic care in a healthcare agency, or independent assistance to patients in the home setting under the supervision of Registered Nurses. Basic nursing and home health care, client rights, principles of therapeutic communication, safety, infection control, emergency situations, restorative care, death and dying, and legal/ ethical issues related to nursing practice are introduced. Phlebotomy & EKG’s are key components of this program, coupled with classroom instruction, campus laboratory skills practice, and clinical laboratory rotations at the district’s community health care agencies.
NOTE: The required pre-requisite for this program is completion of the Certified Nursing Assistant (CNA) program. Students who possess their CNA License from Virgin Islands Board of Nurse Licensure are only required to take one semester of this course, which includes the required minimum externship hours.
Upon successful completion of this program, graduates will be eligible to take the American Healthcareer Association PCT Certification Exam and receive a nationally recognized industry credential. Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.

This program provides students with the necessary skills to perform laboratory tests efficiently. Students will learn how to prepare slides, perform blood collection, handle emergencies effectively, and demonstrate competencies in patient care techniques. Utilizing hands on training, students will demonstrate venipuncture, dermal puncture and proper collection and transportation of blood specimens.
Upon successful completion of this program, graduates will be eligible to take the National Registry Exam offered by the National Healthcareer Association and receive a nationally recognized industry credential. Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.

This program equips students with the knowledge and skills needed to work closely with patients and nursing staff to execute patient care plans, provide care and wound management, administer appropriate bathing, dressing and feeding techniques, monitor vital signs and report patient status and needs to nurses and physicians. Students will be qualified for employment in hospitals, nursing and/or assisted living homes, hospice facilities, correctional institutions and other long-term care facilities.
Graduates will be eligible to take a licensure exam (NCLEX-PN) and receive an industry-recognized certification from the Virgin Islands Board of Nurse Licensure (VIBNL). Graduates will also receive a Certificate of Completion from ROWSC endorsed by the Virgin Islands Department of Education.

This program provides students with beginning theoretical principles and practical procedures of cosmetology. Students will perform basic manipulative skills in the areas of hairstyling, cutting, coloring, texture services, scalp and hair conditioning, skin and makeup, manicures, pedicures, and nail extensions among others. Safety requirements, sanitary and sterilization measures are key elements in this course.

This program teaches the foundations of Barbering. Students will learn about health, safety and hygiene, tool maintenance, sanitation and sterilization, the use of clippers, scissors and combs, hair and facial hair cutting techniques, shampoo, conditioning and treating the hair and scalp. As well as the styling and care of various hair textures, effective communication and customer service skills.

With more people seeking non-invasive skin treatments, this occupation is growing faster than others in the cosmetology and medical fields. An Esthetician’s focus is on skin care, including but not limited to skin treatments, facials, superficial chemical peels, makeup application hair waxing and removal.
In this program, some topics students will learn are:
• skin analysis to determine clients’ skin type, identify and treat a variety of skin issues
• diverse facial treatments such as exfoliation, massages, proper cleansing and toning of the skin
• effective make up techniques based on client’s skin tone and condition
• body treatments such as masks, scrubs and wraps
• hair removal using waxing, tweezing, as well as eyebrow shaping
• the functions of the body, and the basics of skin anatomy and physiology

The Medical Massage Therapy program covers the foundational and advanced technical skills to meet the Virgins Islands and Federation of States Massage Therapy Board qualifications. The curriculum prepares students for employment in the medical profession as medical massage therapists. Massage therapy is a holistic profession focused on helping people improve their physical and emotional well-being. Students learn in a hands-on environment and gain a deep understanding of massage therapy through the integration of classic techniques including Swedish, deep tissue, and therapeutic massage. Anatomy & Physiology, Health & Hygiene, Pathology, Kinesiology, and Hydrotherapy are but a few of the topics included in this learning experience. Students will also have opportunities to engage in onsite clinical and classroom settings working with a variety of clients.
Students are prepared to work in a range of settings including private practice, physical therapy clinics, chiropractic offices, corporate/franchised spas, sports industry, and destination resorts.
Upon successful completion of this program, graduates will be eligible to take the Massage and Bodywork Licensing Examination (MBLEx) proctored by Professional Services Industries (PSI) through the Federation
of State Massage Therapy Boards and earn nationally recognized industry certification. Graduates will also receive a Certificate of Completion from ROWSC.

Students will be trained in the effective techniques required to perform to manicures, pedicures, advanced nails, nail art and nail maintenance. In this program, students will learn the fundamental industry standards of food handling, preparation, safety, nutrition, and restaurant operating procedures. Additionally, students will receive ServSafe training. ServSafe is a nationally recognized food safety-training program designed by the National Restaurant Association (NRA) educational foundation,
and is a mandatory component of the course that requires taking an exam accredited by the American National Standard Institute (ANSI) for ServSafe certification. ServSafe is the prerequisite education for restaurant workers and other food handlers about the best practices in food safety, as sanitation and safety certification are required by most restaurants as a basic credential for their management staff.
Upon successful completion of this program, graduates will be eligible to take the ServeSafe Certification, and upon passing the American Culinary Federation (ACF) exam and earn a nationally recognized industry
credential. Graduates will also receive a Certificate of Completion from ROWSC.

This program provides students with an introduction to basic through advanced computer concepts and essentials. Students will learn important computer skills necessary for employment. Students will be introduced to internet search techniques and email as well as the array of the Microsoft Office Suite such as:

Upon successful completion of this course graduates will receive a Certificate of Completion from ROWSC, endorsed by the Virgin Islands Department of Education and receive Continuing Education Credits (CEU’s).

The Automotive Body Repair program provides enrollees with the skills and knowledge to properly repair the body and structure of a vehicle, become familiar with the process of inspecting and identifying previously repaired vehicles, as well as provides an introduction to frame pulling, using a paint booth, welding and dent repair.
Upon successful completion of this program, graduates will be qualified to take the Automotive Service Excellence (ASE) exam and earn nationally recognized industry credentials. Graduates will receive a Certificateof Completion from ROWSC, endorsed by the Virgin Islands Department of Education.

The Automotive Mechanic program provides students with the skills and knowledge to properly maintain and repair both imported and domestic vehicles. Students will be introduced to simple engine systems and performance machines and will learn fundamental Auto Engine Repair, Automatic and Manual Transmissions and Transaxles, Auto Suspensions and Steering, Brakes, Electricity and Electronics, Heating and Air Conditioning, Engine Performance and Drivability, as well as how to utilize the various equipment, tools of the trade and understand their functions.
Upon successful completion of this program, graduates will be qualified to take any of the eight Automotive Service Excellence (ASE) exams and earn a nationally recognized industry credentials. Graduates will also earn a Certificate of Completion from ROWSC, endorsed by the Virgin Islands Department of Education.

This program provides enrollees with foundational skills in carpentry. Students will learn the fundamentals of the trade utilizing the National Center for Construction Education and Research (NCCER) curriculum framework as the foundation.
Upon completion of this program, graduates will earn stackable, nationally recognized, industry certifications from the National Center for Construction Education and Research (NCCER) and a Certificate of Completion from ROWSC, endorsed by the Virgin Islands Department of Education.

In this program, students will learn and apply the fundamental knowledge and skills needed to become an electrician. They will delve into an overview of the electrical trade and learn about the numerous career paths available to electricians. Additionally, students will learn the hazards and standards relative to electrical safety, Personal Protective Equipment (PPE) as well as the Division of Occupational Safety and Health (OSHA) mandates. Also included is electrical theory, codes, and the installation of basic electrical equipment, including apprenticeship requirements.
Upon successful completion of this program, graduates will earn stackable industry recognized certifications from the National Center for Construction Education (NCCER) and receive a Certificate of Completion from ROWSC, endorsed by the Virgin Islands Department of Education. Additionally, after one year of work experience enrollee will be equipped and qualified to take the Journeyman exam administered by the Virgin Islands Department of License & Consumer Exam for Electrical Technician.
Note: Students are required to have a laptop to utilize during class and for homework assignments.

This program provides students with knowledge and training in air-conditioning, hydronic heating, temperature and humidity control, air circulation, duct work and pipe system control, design and layout, thermostat ventilating equipment, automatic controls, commercial and household refrigeration, layout and installation and pipe practices. Students will learn to install and repair equipment in the lab segment of this program. A combination of practice and theory will prepare students for employment and advancement in today’s HVAC/R industry.
Upon successful completion of this program, graduates will earn stackable nationally recognized industry certification from National Center for Construction Education and Research (NCCER) and are eligible to receive a certificate from the Environmental Protection Agency (EPA) Universal Certification upon passing the certifying exam. Graduates will also earn a Certificate of Completion from ROWSC, endorsed by the Virgin Islands Department of Education and Progression of course per/semester.

In this program, students will gain hands on experience and learn the business, trade or work having to do with the installation, removal, alteration, or repair of plumbing systems. Students will also learn about the materials, and fixtures utilized in the installation, maintenance, extension and alteration of all piping, fixtures, and plumbing appliances.
Students will learn the types of construction drawings typically used in the plumbing trade and how to read, interpret, and sketch construction drawings, as well as how to draw lines to scale, and safely use, properly care for and maintain basic plumbing tools of the trade. They will learn and utilize some of these tools to measure, lay out cut, drill, bore and ream. Students will learn about applicable local and national code requirements, as well as the most common types of plumbing fixtures and how they operate.
