POSITION: DISTRICT DIRECTOR OF STUDENT SERVICES

DESCRIPTION

The Director of Student Services provides a variety of supervisory and administrative tasks in developing and

implementing the District’s vision that encompasses a comprehensive student services plan. This includes the supervision, direction, and evaluation of personnel, operations, and programs involving school health, safety, counseling, student attendance, transportation, and social services in addition to district registration, enrollment, and placement testing processes. Employee will also oversee the student referral, transfer, and withdrawal procedures. This employee monitors the overall effectiveness of student services programs and coordinates with other divisions, outside agencies and other school systems to bring new ideas to the programs providing support services directly to students. Employee acts as liaison officer between the agency and other agencies and organizations in rendering services to such organizations and to the public. Employee serves on Superintendent’s Senior Staff and works on various special projects as assigned by the Superintendent and the Deputy Superintendent for Operations.

DUTIES AND RESPONSIBILTIES (NOT ALL INCLUSIVE)

  • Provides oversight and direction for a wide variety of program components (e.g. student support services, counseling and guidance, prevention programs, school safety, truancy prevention, health services, student registration, student transfer processes, student school bus transportation, discipline processes, related parent education programs, etc.) for the purpose of delivering services which conform to established guidelines and regulations;
  • Develops long and short range plans/programs and annual budget for the purpose of ensuring that the district’s resources are effectively utilized;
  • Evaluates programs and/or projects (e.g. student support services, counseling and guidance, prevention programs, safety and crisis intervention, etc.) for the purpose of carrying out and achieving objectives within area of responsibility;
  • Monitors student attendance and student discipline to include suspensions, expulsions, student and parent complaints, attendance, transfers, etc. for the purpose of ensuring that services comply with district, state and federal requirements;
  • Compiles data from a variety of sources for the  purpose  of  developing and /or  evaluating programs and/or complying with financial, legal and/or administrative requirements;
  • Organizes and/or participates in meetings, workshops and seminars (e.g. expulsion hearings, district meetings and in-service programs, workshops, boards, councils, committees, commissions, etc.) for the purpose of conveying and/or gathering information required to perform functions and/or representing the district and assigned program(s) as is appropriate;
  • Researches a variety of information (e.g. current processes, best practice strategies, methods, guidelines, etc.) for the purpose of developing new programs and/or master plans;
  • Surveys the District's needs for Student Services programs and prepares reports, proposals, and recommendations to obtain approval and/or external funding;
  • Directs the development of recommendations of District policies for services to students including Section 504, compliance requirements and health services needs and drug and alcohol programs;
  • Directs the monitoring and evaluation of legislative and legal issues that relate to  Student Services issues. Serves as liaison with Department Legal Counsel regarding student service compliance issues;
  • Assumes responsibility and oversight for development, coordination, and implementation of School and District Crisis teams and Plans;

  • Works with Director of School and Community to help families better understand the school and its program;
  • Serves as liaison between home and school;
  • Participates with other members of the student personnel team in case conferences and regular staff meeting;
  • Prepares monthly attendance and enrollment reports;
  • Develops and maintains budget for Safe Schools;
  • Provides in-service for school counselors, school nurses, and social workers;
  • Supports school administration with enforcement of policies, procedures and school laws;
  • Publicly responds to concerns of the community regarding student support service and serves as liaison for the district;
  • Performs other tasks as required by the Insular Superintendent or his/her design.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of principles and practices required in the stages of student development;
  • Knowledge of federal regulations, local laws and Department policies applicable to providing student services;
  • Knowledge of Microsoft Office (proficiency in Excel and Access);
  • Knowledge of a variety of software applications to include student information software
  • Ability to manage time and meet deadlines;
  • Ability to establish and maintain effective working relationships with staff at all levels and all persons contacted during the course of the work;
  • Excellent written and oral communication skills;
  • Excellent organization skills;
  • Ability to speak persuasively to implement desired actions;
  • Ability to analyze situations to define issues and draw conclusions;
  • Ability to multi task and schedule a significant number of activities , meetings, and/ or events;
  • Ability to routinely gather, collate and/ or classify data utilizing a variety of complex processes;
  • Ability to work independently with minimum supervision;
  • Ability to exercise sound, independent judgment in carrying out functions of the position.

EDUCATION AND EXPERIENCE

  • Master’s degree from an accredited college or university with major course work in Education. A minimum of six (6) years of successful teaching/ counseling experience and three (3) years of school administrative experience; or
  • Master’s degree from an accredited college or university with major course work in Education. A minimum of five (5) years experience in program management and six (6) years of successful teaching/ counseling experience.
