The State Office of Special Education (SOSE) is a division of the Virgin Islands Department of Education whose main function is to ensure that the Local Educational Agencies (LEAs or Districts) are providing a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE). We maintain a system of general supervision over the LEAs (St. Croix District and St. Thomas/St. John District) to ensure that the Individuals with Disabilities Education Improvement Act (IDEA) is implemented in a manner consistent with federal regulations and local rules. We also provide technical assistance and professional development for the LEAs so that students are provided with a high -quality education that leads to the highest level of achievement possible for our students in the Virgin Islands.
