Planning Research and Evaluation

The Office of Planning, Research and Evaluation Is the Virgin Islands Department of Education's (VIDE) primary medium for meeting federal reporting requirements. PRE provides researchers access to public school Longitudinal Data and manages the process for providing access for those conducting research in our public schools.  The Office provides access to data to all interested persons, organizations, agencies and institutions. In order to meet reporting and accessibility mandates the office manages, coordinates, monitors and collects data in the production of quality and usable information. We collaborate with the University of the Virgin Islands and other entities such as the Regional Educational Lab to conduct research on areas/issues that affects student learning, education programs and/or projects. Our office provides technical assistance to other state offices and the districts and schools in using the SIS, collecting data, evaluating programs/projects and conducting research.

The Office plays a primary role in defining the Virgin Islands federally mandated accountability system and manages the electronic processes required to arrive at school and district performance determinations. 

The Office of PRE responds to requests for assistance, provides needed information, facilitates training, collaborates with the districts, and responds to other needs of stakeholders. Professional staff members participate in innovative research investigations that provide empirical data on the public schools that have implications for the review of practices, and the establishment of research-based procedures and policies.

As part of our mandate and effort to provide data PRE takes a primary role in the implementation and management of the Virgin Islands State Longitudinal Data System called Virgin Islands Virtual Information System (VIVIS) and the Student Information System, PowerSchool.

The Virgin Islands School Report Card offers you important information about the progress of the Virgin Islands public education system at the territory, district, and school levels.

The Virgin Islands Department of Education is transforming its accountability system. On December 10, 2015, President Barack Obama signed the Every Student Succeeds Act (ESSA), which reauthorized and updated the Elementary and Secondary Education Act (ESEA). The new law provides states more authority on how to best educate students, test students’ achievement levels, provide students with the supports and interventions they need, and how to best track a state’s progress to accomplishing these goals.

The 2015-16, 2016-17 and 2019-20 school years are considered a transition period as the new ESSA law is implemented.  During the transition period, the VIDE will continue to report on the academic performance of students across the territory. Full implementation of the Virgin Islands’ accountability state plan under ESSA will take place in the 2019-2020 school year.

Special Note:  The VIDE did not administer the territory-wide assessments of learning during  school year 2017-18 due to damages to the technological infrastructure and loss of instructional time as a result of Hurricanes Irma and Maria. Data from the 2018-19 assessments will be made available in November 2019.
